How does it work?

The competency framework starts with a skill taxonomy: a hierarchical library of competencies organized by category (technical, interpersonal, leadership, domain-specific). Each role in the organization is mapped to a set of competencies with target proficiency levels, typically on a five-point scale from beginner to expert. Employees access their competency profile and perform self-assessments by rating their own proficiency on each required skill and optionally adding evidence like certificates, completed courses, or project experience. Managers independently assess their team members, and the system shows both perspectives side-by-side to facilitate development conversations. The gap analysis engine compares current assessments against role targets and highlights skills that need improvement. Based on these gaps, the system can suggest learning resources, internal mentors with strong ratings on the relevant skill, or external training programs. Development plans link specific actions (take a course, shadow a senior colleague, lead a project) to competency improvement goals with deadlines and check-in dates. At the organizational level, HR sees an aggregated competency heatmap showing where the company has strength and where gaps are forming. This data informs hiring priorities and training budget allocation. Periodic reassessment cycles keep the data fresh and measure development progress over time.
